International Campaign for Tibet (ICT)
“Freedom and dignity for Tibet are not just Tibetan issues — they are shared human responsibilities.”
For over 30 years, the International Campaign for Tibet (ICT) has supported the vision of His Holiness the Dalai Lama and the Tibetan people. As the largest Tibet advocacy group in the world, ICT helps Tibetans in their peaceful fight for democracy, human rights, and the preservation of their ancient culture of wisdom.
Since 1988, ICT has worked with political leaders and citizens worldwide to secure political and humanitarian support for Tibet. Thanks to these efforts, groundbreaking laws like the Reciprocal Access to Tibet Act and the Tibetan Policy Act have been passed in the United States. groundbreaking laws like the Reciprocal Access to Tibet Act and the Tibetan Policy Act have been passed. Mr. Gere has served as Charmain of the Board for over 30 years.
One of ICT’s most significant victories came in July 2024, when after years of sustained advocacy, the U.S. Congress passed—and President Biden signed—the Promoting a Resolution to the Tibet‑China Dispute Act (Resolve Tibet Act). This historic law reaffirmed the Tibetan people’s right to self-determination, countered Chinese state disinformation about Tibet, and called for renewed negotiations between Tibetan and Chinese authorities. ICT was instrumental in every step of this process: organizing Tibet Lobby Days, drafting language, coordinating with lawmakers, and mobilizing Tibetan-American voices. In July 2025, ICT advocacy helped restore nearly $7 million in U.S. aid to Tibetan communities in exile—ensuring that critical education, health, and cultural preservation programs could continue after years of funding freezes.
ICT also runs key community programs such as:
- Tibetan Youth Leadership Program
- Rowell Fund for Tibet
Since the early 1980’s, Richard Gere has vigorously advocated for human rights of the Tibetan people and the preservation of Tibetan culture. Gere was the Co-Founder and Chairman of Tibet House US in 1987 and joined the Board of Directors at the International Campaign for Tibet in 1992 in order to more effectively address national and international forums of influence.
